Ensuring the Junior Lifeguard Program is Accessible for all  
Angelenos  
Revised recommendation as submitted by Supervisor Hahn:  
Authorize the Fire Chief to use funding sources outside of Junior  
Lifeguard program fees to sustain the Junior Lifeguard program,  
removing the decades-long requirement that the program be  
self-sustainable. Instruct the Fire Chief, in collaboration with the  
Acting Chief Executive Officer, to identify other Fire District or Net  
County Cost funding sources to cover operational cost increases for  
the 2026 Junior Lifeguard program, and for at least the next three  
years of the Junior Lifeguard program, rather than increasing the  
program fee for participants. Direct the Fire Chief to report back to  
the Board in writing in 30 days on the following:  
A plan and timeline to conduct increased outreach in areas of  
the County with underrepresented Junior Lifeguard Program  
participation including, but not limited to, reaching out to  
schools, Boys and Girls Clubs, teen centers, parks, and  
libraries; and  
A plan and timeline to support residents with scholarship  
access by:  
Providing clearer, multilingual explanations of income  
eligibility and required documents;  
Implementing in-person and online scholarship  
application seminars;  
Adding a scholarship FAQ section to the website;  
Sending reminders and follow-up notices when  
applications are missing key items; and  
Enhancing outreach so that more potentially eligible  
families are aware of and able to complete the
