Development Ground Lease Agreement for the LA County Care  
Community with the State of California at the Metropolitan State  
Hospital Campus  
Revised recommendation as submitted by Supervisor Hahn: Approve  
the project for the LA County Care Community at Metropolitan State  
Hospital. Find that entering into a Development Ground Lease for 99  
years to be used by the Department of Mental Health and the Los  
Angeles County Development Authority, acting as an agent of the  
County, is authorized by Government Code Section 25351, which  
allows the County to enter into leases and agreements for the leasing of  
buildings, as necessary, to carry out the work of the County  
government. Find that the approval of the Development Ground Lease  
for the Premises located at 11401 Bloomfield Avenue in the City of  
Norwalk, and related actions are within the scope of the Board's  
previous finding of exemption from the California Environmental Quality  
Act (CEQA). Find that the negotiation and execution of an amendment  
to the Exclusive Negotiating Agreement (ENA) is not a project under  
CEQA. Take the following actions:  
Authorize the Chief Executive Officer to execute a Development  
Ground Lease agreement with the State for certain real property  
located at 11401 Bloomfield Avenue in the City of Norwalk, at an  
annual rental rate of $1. …  
Authorize the Chief Executive Officer to enter into an  
amendment to the ENA entered into on June 26, 2024, to allow  
for the potential to explore potential development of additional

Officers from Concealing their Identities in Los Angeles County  
Unincorporated Areas  
Revised recommendation as submitted by Supervisors Hahn and Solis:  
Suspend Section 22.1 of the Rules of the Board for the limited purpose  
of considering this motion. Instruct County Counsel to report back to  
the Board in 60 days with proposed language for a draft ordinance that  
would prohibit all law enforcement officers, including Federal agents  
operating within the County, from wearing any mask or personal  
disguise while interacting with the public in the course of their duties

Solis: Suspend Section 22.1 of the Rules of the Board for the limited  
purpose of considering this motion. Direct the Chief Executive Officer  
to provide a verbal report at the July 29, 2025 Board meeting, and  
thereafter place this item as a Set Matter, at 9:45 a.m. and 11:00 a.m.,  
at the Board’s weekly meetings and monthly public hearing meetings,  
respectively, on the County’s budget, including the latest Federal and  
State policy changes with potential impacts to County staff, contracted  
providers, and service delivery. (25-4209)  
SUPPLEMENTAL AGENDA  
Mental Health Support for Fire Impacted Communities  
49-A.  
Recommendation as submitted by Supervisor Barger: Direct the Chief  
Executive Officer, in consultation with the Directors of Economic  
Opportunity and Mental Health, and other relevant Department Heads,  
to report back to the Board in writing within 30 days with an inventory  
of commercial properties, facilities, or other real estate assets out in  
the market around Altadena and other communities affected by the  
January 7, 2025 wildfires that may be suitable for short-or long-term  
use by community-based mental health and supportive service  
providers. Work with the Director of Regional Planning to provide an  
assessment of feasibility, including zoning, infrastructure readiness,  
and permitting considerations, for making identified properties available  
for such use.  
Instruct the Director of Mental Health to report back to the Board in  
writing within 30 days on an analysis of recent and available data  
depicting the mental health impacts among fire impacted populations  
and surrounding communities. A summary of outreach and consultation  
conducted with local mental health and recovery service organizations  
including, but not limited to, Eaton Health Village, to inform prioritization  
of facility needs and service delivery models. Work with the Director of  
Economic Opportunity to provide updates on progress made towards  
outreaching to mental health and supportive services organizations to  
promote and connect them to the LA County Business to Business  
Space Share, which helps match commercial property owners with  
those displaced by the January 7, 2025 wildfires, particularly the Eaton  
Fire. (25-4261)  
Responding to President Donald J. Trump’s Executive Order on  
Homelessness

Recommendation as submitted by Supervisors Solis and Hahn:  
Suspend Section 22.1 of the Rules of the Board for the limited purpose  
of considering this motion. Instruct the Director of Homeless Services  
and Housing, in partnership with County Counsel, the Chief Executive  
Officer of the Los Angeles Homeless Services Authority, the Executive  
Director of the Homeless Initiative, Chief Executive Office, the Chief  
Executive Officer, through the Legislative Affairs and Intergovernmental  
Relations Branch, the Executive Director of the Los Angeles County  
Development Authority, the Directors of Health Services, Public Health  
and Mental Health, and other relevant Department Heads, to report  
back to the Board in writing in 30 days on expected impacts from  
President Donald J. Trump’s Executive Order entitled, “Ending Crime  
And Disorder On America’s Streets” including, but not limited to, the  
following:  
Analysis of judicial precedents or consent decrees that may be  
overturned as a part of this Executive Order and the impact of  
those reversals on the County and its homelessness and  
behavioral health initiatives.  
Misalignment between the Executive Order and existing County  
policy on addressing homelessness and behavioral health.  
Impact of this Executive Order on Federal funding for homeless  
and behavioral health services in the County, including specific  
programs and sites that may be affected. (25-4251)
