Creating a Closed-Circuit Television Policy Within the  
Probation Department  
Revised recommendation as submitted by Supervisors Hahn and  
Horvath: Instruct the Chief Probation Officer to report back to the  
Board in writing in 60 30 days with a plan to develop a the  
Closed-Circuit Television (CCTV) Review Protocol that is being  
submitted to the California Department of Justice that includes  
consideration of best practices from other jurisdictions related to  
CCTV policies and procedures in juvenile facilities, the use of  
internal random audits of CCTV footage to ensure accurate  
documentation of any incident, like uses of force, a protocol for  
providing 24/7 CCTV coverage, and a protocol for reviewing CCTV  
footage after an injury is sustained by a youth, service provider, or  
staff member to ensure protocols were properly followed and the  
incident was documented appropriately; and a plan and timeline to

The Fire Chief requests that the following item be continued to

Emergency Response and Infrastructure Special Parcel Tax  
Expenditure Plan  
Recommendation: Acting as the Governing Body of the  
Consolidated Fire Protection District (District), approve the  
recommended Fiscal Year 2025-26 expenditure plan authorizing  
the utilization of approximately $152,000,000 in funding for revenue  
generated by the District's Emergency Response & Infrastructure  
Special Parcel Tax (Measure E); authorize the Fire Chief to adjust  
the expenditure plan amounts with advance notice to the Board;  
and instruct the Fire Chief to report back to the Board annually by  
December 31st of each year describing the impact of the programs.
