Extending Price Gouging Protections for Housing  
Revised recommendation as submitted by Supervisors Horvath and  
Barger: Effective October 29, 2025, extend for 30 days, through and  
including November 28, 2025, the protections of California Penal Code  
Section 396, subdivisions (d), (e), and (f), to limit price-gouging in the  
rental market and in hotels and motels and to continue its protections  
against eviction and the protections of County Code, Title 8 -  
Consumer Protection, Business and Wage Regulations, Chapter 8.09,  
pursuant to Penal Code Section 396(g). The Board finds that this  
extension is necessary because complaints of price gouging are  
continuing, and have been increasing, and such an extension will  
protect the lives, property, and/or welfare of the residents of the  
County. Authorize a specified price increase of the rental price for  
housing not rented and not offered for rent within one year prior to the  
proclamation or declaration of emergency as defined in Penal Code  
Section 396 subdivision (j)(11)(B) as follows: For the County, increase  
the rental price formula for such housing from 160% of the fair market  
rent established by the United States Department of Housing and Urban  
Development to 200% to more accurately reflect rental market  
conditions in the County. All other provisions of Penal Code Section  
396 subdivision (j)(11)(B) shall remain unchanged. (25-5647)

Enrollment  
Revised recommendation as submitted by Supervisors Solis and  
Horvath: Direct all County Department Heads to coordinate with the  
Director of Public Social Services to create workfare opportunities  
within each of their current operations and with their respective  
community partners, and instruct the Director of Public Social Services  
to report back to the Board in writing in 90 days on the progress in  
expanding workfare throughout the County. Instruct the Director of  
Public Social Services, in collaboration with the Directors of Health  
Services, Public Health, Mental Health, Homeless Services and  
Housing, Children and Family Services, and Economic Opportunity, the  
Interim Director of Aging and Disabilities, health care plans, community  
providers, and other relevant partners to report back to the Board in  
writing in 90 days on efforts to prepare for the development of a

Superior Court Case Nos. 22STCV22691 and 24STCV07116, in the  
amount of $3,200,000; and instruct the Auditor-Controller to draw a  
warrant to implement this settlement from the Chief Executive Office's  
budget on behalf of all Departments involved, including the Departments

Suspend Section 22.1 of the Rules of the Board for the limited purpose  
of considering this motion. Instruct the Director of Public Social  
Services, in collaboration with the Directors of Health Services, Public  
Health, Mental Health, Business and Consumer Affairs, and Economic  
Opportunity, the Interim Director of Aging and Disabilities, and the  
Chief Executive Office’s Poverty Alleviation Initiative, and in  
coordination with managed care plans, community health providers  
centers, to do the following within the next 60 days:  
Evaluate the potential impact of the asset limit restriction on the  
County’s population of Medicaid enrollees, and identify how  
many individuals in the County will be impacted.  
Identify and implement a community outreach and information  
campaign to ensure those impacted by this change are aware of  
the asset limit changes.  
Include information on the asset limit changes in the County’s  
“Keep Your Coverage” campaign and other outreach materials.

As-Needed Fire Fleet Maintenance and Repair Services Contracts

Recommendation: Acting as the Governing Body of the Consolidated  
Fire Protection District (District), approve and authorize the Fire Chief  
to sign two contracts between the District and SVT Fleet Solutions,  
LLC, for the provision of to provide as-needed light and medium vehicle  
repair and heavy truck repair for its fleet of emergency vehicles. The  
contracts are anticipated to commence on January 1, 2026. Authorize  
the combined maximum contract amount of $3,600,000, including the  
initial contract term of three years, with two one-year and 12  
month-to-month extension options, for a maximum possible contract  
term of six years for each contract. The maximum contract amount  
represents the contract cost based on the District’s annual budget for  
these services as follows: light and medium vehicle repair, $250,000  
annual, and heavy truck repair $350,000 annual. Authorize the Fire  
Chief to execute amendments, suspensions, or termination if deemed  
necessary, including any extension options, respectively, and in  
accordance with the approved contract terms and conditions, provided  
the amounts payable under such amendments do not exceed the  
annual budgets. Find that the contracts are exempt from the California
