of considering this motion. Instruct the Directors of Mental Health,  
Public Health and Health Services, in partnership with the Chief  
Executive Office’s, Center for Strategic Partnerships, the Community  
Health Workers, Promotores, and Representatives (CHW/P/Rs)  
Consortium, and the Executive Director of the Office of Immigrant  
Affairs, to report back to the Board in writing in 30 days with the

Maximum Indoor Temperature Threshold for Rental Housing Units  
in the Unincorporated Areas of the County  
Recommendation: Approve an ordinance for introduction amending  
County Code, Title 11 - Health and Safety, Chapter 11.20, to establish  
a maximum indoor temperature threshold of 82 degrees Fahrenheit to  
prevent heat-related health impacts. …  
Also, consideration of Supervisor Hahn’s recommendation to  
revise Section 2 of the Ordinance as follows:  
Section 2. Section 11.20.475 is hereby added to read as follows:  
11.20.475 Maximum Indoor Temperature Threshold.  
A. For purposes of this section, the terms Landlord,  
Tenant, Rental Housing Property, and Rental Housing Unit  
have the same meanings as stated in Chapter 8.53 of this  
Code. Small Property Landlord shall have the same  
meaning as stated in Chapter 8.52.  
B. Cooling Requirements. Every Rental Housing Unit must  
be able to maintain a maximum indoor temperature of not  
more than 82 degrees Fahrenheit in all Habitable rooms  
which are defined in Section 11.20.090. Small Property  
Landlords only must maintain a maximum indoor  
temperature of not more than 82 degrees in at least one  
Habitable room.  
C. Landlord Duty. The Landlord must provide a safe and  
code-complaint method in which all Habitable room(s) can  
be maintained at the maximum indoor temperature of not  
more than 82 degrees Fahrenheit. Small Property Landlords  
only must maintain a maximum indoor temperature of not  
more than 82 degrees Fahrenheit in at least one Habitable  
room.  
All other subsections of Section 11.20.475 shall remain  
unchanged. (25-4104)  
SUPPLEMENTAL AGENDA  
Approval of Lease and Sublease to Transform Weingart Greenleaf  
Into Permanent Supportive Housing through Project Homekey  
29-A.  
Recommendation as submitted by Supervisor Hahn: Find that, pursuant  
to Government Code Section 26227, the leasing and subleasing of the  
Weingart Greenleaf Project (Project), located at 10317 Whittier  
Boulevard in the City of Whittier (Property), for permanent supportive  
housing for people experiencing homelessness will meet the social  
needs of the population of the County. Find that the Property will not be  
needed for other County purposes during the term of the proposed  
lease and sublease. Find that approval of the actions is exempt from the  
California Environmental Quality Act. Authorize the Chief Executive  
Officer to take the following actions:  
Negotiate and execute with the Weingart Greenleaf LLC, a  
California limited liability company (WG), a lease of the Property  
on the following terms: a term not to exceed 5 years with early  
termination rights, an annual rent of $1, and WG is responsible  
to perform and pay for all operation, maintenance and repair  
costs associated with the Property, including any taxes and  
utilities.  
Execute any other ancillary documentation necessary to  
effectuate the terms of the proposed lease and take other  
actions necessary and appropriate to implement and effectuate  
the terms of the proposed lease including, without limitation,  
exercising any termination rights under the proposed lease.  
Negotiate and execute a sublease with Weingart Greenleaf LLC,  
a California limited liability company, to sublease the Property  
for a term not to exceed five years with early termination rights,  
to run concurrent with the proposed lease, an annual rent of $1,  
and obligating WG to perform and pay all operation,  
maintenance and repair costs associated with the Property,  
including taxes and utilities, and in compliance with the restrictive  
covenants required by the Homekey Program.  
Execute any other ancillary documentation necessary to  
effectuate the terms of the proposed sublease and take other  
actions necessary and appropriate to implement and effectuate  
the terms of the proposed sublease including, without limitation,  
exercising any termination rights under the proposed sublease.

Recommendation as submitted by Supervisor Hahn: Suspend Section  
22.1 of the Rules of the Board for the limited purpose of considering  
this motion. Direct the Chief Executive Officer, through the Legislative  
Affairs and Intergovernmental Relations Branch, to support Assembly  
Bill 986 (Muratsuchi): State of Emergency and Local Emergency:  
Landslides and Climate Change, legislation which would amend the  
California Emergency Services Act to include a landslide and  
preexisting conditions exacerbated by climate change among those  
conditions constituting a state of emergency or local emergency.
