Establishing a Unified Permitting Authority for the Altadena

One-Stop Recovery Permitting Center

Revised recommendation as submitted by Supervisors Barger and

Horvath: Direct the Chief Executive Officer, in coordination with County

Counsel, and the Directors of Public Works, Regional Planning and

Public Health, and the Fire Chief, to designate and establish a Unified

Permitting Authority (UPA) …; direct the Chief Executive Officer to

report back to the Board in writing in 30 days with the name and

qualifications of the appointed UPA, a summary of completed MOUs,

and operational protocols and performance metrics for real-time

decision-making, accountability, and coordination with Department

staff, including public facing dashboards that provide transparency on

the permitting process, and any additional recommendations that would

further optimize and streamline the ability of County Departments to

deliver expedited service to assist survivors with rebuilding, including

any potential applicability to the Calabasas One-Stop Permitting Center;

and direct all participating Departments to assign senior-level liaisons to

the Altadena One-Stop Recovery Permitting Center, to support the UPA

and ensure decisions are implemented without delay. (25-1960)

Attorney, Fire Chief, Chief Medical Examiner, Chief Probation Officer,

Public Defender, Sheriff, and the Directors of Aging and Disabilities,

Animal Care and Control, Health Services, Internal Services, Mental

Health, Parks and Recreation, Public Health, and Public Works, to

enter into new contracts or amend existing contracts to secure

supplemental personnel and other services necessary to protect the

public health, safety, and welfare of County residents in the event of a

Establishing Financing Solutions to Support Altadena Recovery

Recommendation as submitted by Supervisor Barger: Direct the Chief

Executive Officer, through the Legislative Affairs and Intergovernmental

Relations Branch, to sponsor Senate Bill 782 (Perez), legislation that

would amend existing Enhanced Infrastructure Financing District and

Climate Resilience District law to expedite the process for establishing

a district to finance disaster recovery projects and programs and

address the risk of future disasters; and if the bill is amended during

the legislative session to include language unrelated to the current

scope, the County will remove its sponsorship. (25-2115)
