SUPPLEMENTAL AGENDA  
Approval and Adoption of the 2025 All-Hazards Mitigation Plan  
24-A.  
Recommendation as submitted by Supervisor Barger: Approve and  
adopt the 2025 All-Hazards Mitigation Plan for the County. Adopt and  
instruct the Chair to sign a resolution to approve and adopt the 2025  
All-Hazards Mitigation Plan (Plan) for the County. Instruct the Director  
of the Office of Emergency Management, Chief Executive Office, to  
submit copies of the resolution to the California Governor’s Office of  
Emergency Services and the Federal Emergency Management Agency  
(FEMA) Region IX as documentation of adoption, to enable final FEMA  
approval of the Plan in accordance with the requirements of the  
Disaster Mitigation Act of 2000. Following FEMA’s final approval of the  
Plan, instruct the Director of Regional Planning, in coordination with the  
Director of the Office of Emergency Management, Chief Executive  
Office, to prepare a proposed amendment to the Safety Element of the  
County General Plan to incorporate the Plan by reference and return to  
the Board for formal adoption of the amendment, in accordance with  
the requirements of Assembly Bill 2140. Find that the actions are not  
subject to, or in the alternative, are exempt from the California  
Environmental Quality Act. (25-4952)
