Assembly Bill 851 (McKinnor), legislation which would prohibit a  
buyer from making an unsolicited offer to purchase residential  
property located in certain ZIP codes in Los Angeles County.

Responding to the Probation Oversight Commission’s  
Recommendations to Safely Depopulate Los Padrinos Juvenile  
Hall  
Revised recommendation as submitted by Supervisors Hahn and  
Horvath: Instruct the Chief Probation Officer to assess the following  
recommendations, as amended and unanimously approved during  
the April 24, 2025, Probation Oversight Commission (POC) special  
meeting, to swiftly reduce the population at Los Padrinos, as legally  
permissible, and in compliance with Judge Espinoza’s April 18,  
2025, ruling, and report back to the POC in writing or verbally at the  
May 8, 2025, POC meeting on the assessment of the  
recommendations, including which ones are currently being  
implemented, which ones will be implemented in the future, and  
which ones the Department does not plan to implement and why:  
Reassess and return currently detained youth to court to  
revisit the findings in the initial detention hearing including,  
but not limited to, reviewing the initial detention reports of all  
currently detained youth, ensuring completeness, factual  
accuracy, balance, and adhering to the Welfare and

A Pilot Self-Certification Program to Expedite Post-Fire  
Rebuilding  
Recommendation as submitted by Supervisors Barger and Horvath:  
Issue the following order/regulation for the protection of life and  
property, including based on the provisions of Government Code  
Section 8634: Authorize and instruct the Director of Public Works,  
as the County Building Official, to prepare, implement, and amend a  
Pilot Self-Certification Program (Program) for the purpose of  
establishing an expedited fire rebuilding process for affected  
owners of eligible residential properties in the unincorporated  
County, or other areas under the County Building Official’s  
jurisdiction, where such authorization is granted by the Board  
notwithstanding the provisions of County Code, Title 26 - Building  
Code including, but not limited to, Section 106.5.1 thereof, and such  
authorization shall remain in effect until the proclaimed local  
emergency for the January 2025 Windstorm and Critical Fire Event  
(2025 wildfires), in the County is terminated by the Board, unless  
such authorization is revoked at an earlier date by the Board; and  
instruct the Director of Public Works to report back to the Board in  
writing within 120 days on the effectiveness of the Program,  
including recommendations regarding the Board’s potential future  
adoption of a permanent County-wide program; and direct the Chief  
Executive Officer, in collaboration with the Directors of Regional  
Planning, Public Works and Public Health, and the Fire Chief, to  
report back to the Board in writing in 30 days with a revised  
evaluation of the feasibility of waiving certain fees for applicable  
permits with the implementation of the aforementioned  
technological and streamlining tools. (25-2539)

Challenges During January 2025 Fires and Evacuation  
Preparedness Process Report Request  
Recommendation as submitted by Supervisor Barger: Instruct the  
Executive Director of the Homeless Initiative, Chief Executive  
Office, to report back to the Board in writing in 30 days with a  
review of the incident at the Mirador Apartment complex during the  
Eaton Fire, review of the responsibility of Permanent Supportive  
Housing contractors to support and protect residents during  
emergencies, and recommendations to enhance services for  
vulnerable individuals during and following any natural disaster or  
emergency; instruct the Director of Aging and Disabilities to engage  
directly with the Mirador Apartment community and report back to  
the Board in writing in 30 days with recommendations to enhance  
ongoing support for older adult populations beyond the challenges  
of the January fires post-  
evacuation; and instruct the Executive Director of the Los Angeles  
County Development Authority to report back to the Board in writing  
in 14 days with recommendations to include requirements and  
obligations for Notice of Funding Award contracts to include  
effective emergency and disaster preparedness provisions, and  
ensure contractors outline protocols and procedures for addressing  
the potential impacts of unexpected events and emergencies.
